I edited the recipe, by rounding the grain, and dropping some 2-row to get it down to 4.8% ABV (estimated), and IBU's upto 17. We may want to add a flavoring hop addition. BJCP has IBU's for this style between 15 and 50, so 17 is still a little on the low end. It's rev 2 on my cloud.

The ABV is still a little high. Can we round down all the malts to whole pounds and see what happens? 19,14, and 2?
