Most people dry hop in the secondary for 3-14 days.
If you just throw them in there and rack your beer on top of them, it takes awhile for them to settle out. If you put them in a hop sack, you can use less time. I personally don't dry hop. I prefer to add the "dry hops" at flameout and let them steep for 15 minutes before cooling the wort.

I keg mine. After 10 days in primary, I transfer to a corny keg and dry hop for 10-14 days in a Muslim sack. Then, pull the sack and force carbonate. This is my favorite recipe after Pliny the elder.

You can also dry hop in primary as well. Just make sure that the fermentation is complete before you do so. I personally don't bother with hop sacks, as they tend to be problematic when removing from a carboy.
